Civic Terms of Use

Article I — Legal Protections and Independent Participation Notice

Whereas, the content, activities, and materials provided by The Continental Congress Project, LLC™ (operating as CivicCongress.US) and its affiliated initiative, the citizen-led Third Continental Congress (Civic Congress), are intended solely for informational, educational, civic, and expressive purposes. The LLC is a private, single-member limited liability company, not a governmental entity, political committee, or campaign, and it holds no authority to govern, legislate, or act on behalf of any public office, agency, or government. Participation in any programs, discussions, content, or events associated with the LLC is entirely voluntary and protected under the Constitution and applicable law. All content reflects progressive, partisan, and opinion-based commentary; advocacy for direct democracy, diversity, equity, inclusion (DEI), environmental stewardship, human and animal rights, and social equality; and the rejection of authoritarian, discriminatory, or oppressive ideologies. The LLC does not solicit or process campaign contributions, and any personal partisan advocacy by its owner, Brooke Teal Robbins, is legally separate from the LLC’s operations. Nothing published by Civic Congress or Brooke Teal Robbins constitutes legal advice, financial advice, government instruction, or professional guidance. I am not an attorney, financial advisor, or election-law specialist, and all information is general, non-instructional commentary. Readers and participants are solely responsible for verifying applicable federal, state, territorial, and Tribal laws and ensuring their own compliance. All educational, civic, and advocacy efforts are independent, voluntary, symbolic, and expressive in nature, including any participation related to the commemoration of the United States’ 250th anniversary or other civic initiatives:

For purposes of these instruments, notices, publications, disclaimers, or communications, the following names, titles, and designations shall be understood to collectively refer to the same citizen-led civic initiative organized and operated by The Continental Congress Project, LLC™: “Civic Congress,” “CivicCongress.Substack.com,” “CivicCongress.US,” “Continental Congress Project,” “Declaration of Independence for Direct Democracy,” “Direct Democracy Influencer,” “Direct Democracy Movement,” “Founding Member,” “Founding Membership,” “Nationwide Initiative Marking the 250th Anniversary of the United States,” “Project 2026,” “The Civic Congress,” “The Continental Congress,” “The Continental Congress Project, LLC,” “The People,” “Third Continental Congress,” “We the People,” as well as the pronouns “we,” “our,” and “us.”

Article II — Agreement to Terms and Definitions

Whereas, clarity of assent is necessary for orderly and lawful civic participation:

By accessing or using the Site—including any associated website, application, or communication channel—you agree to be bound by these Terms. If you do not agree, you must immediately discontinue use. The term “User” refers to any individual who visits, accesses, or interacts with the Site, CivicCongress.US, or any related link, including but not limited to affiliated social media accounts or platforms (e.g., @CivicCongress). “Content” includes all text, designs, media, data, code, and other materials hosted, published, or displayed on the Site. All activities conducted by or in association with the Civic Congress—including, but not limited to, virtual or in-person sessions, digital platforms, social media engagement, Liberty Tree gatherings, merchandise, and any other Civic Congress-related events, communications, or materials—must adhere to and comply with all applicable laws and regulations, as well as the Accessibility, Civic Terms of UseCodes of Conduct, Contact Us, External Links Disclaimer, Legal, Privacy Policy and any other duly published policies of the Civic Congress and The Continental Congress Project, LLC™

Article III — Purpose of the Site

Whereas, the public benefit is served by a clear statement of aims:

CivicCongress.US is a resource supporting civic engagement, citizen deliberation, and the advancement of Direct Democracy. The site is organized around Past, Present, and Future:

  • Not in Session / In Session – Current Zoom meeting status.

  • History – Documents the origins of The Continental Congress Project, LLC™ and initiative context.

  • Civic Congress – Highlights current activities and civic engagement opportunities.

  • Declaration 2026 – Primary call to action for Individual Civic Expression.

  • 250 – Commemorates the 250th Anniversary of the United States of America and future celebrations of Representative and Direct Democracy.

 

Past and Present content remain fixed; Future content may evolve as the Civic Congress agenda develops. This description provides a framework of the site without detailing individual pages, headers, or footer links.

Article IV — User Eligibility

Whereas, civic responsibility presumes legal capacity:

Resolved, That—

​Users under 18 are prohibited from accessing or submitting information via this platform. Use of the website and associated social media is reserved for participants eighteen (18) years of age or older under U.S. law. By using the Site, you affirm that you meet this age requirement and possess the legal capacity to engage independently in lawful civic participation. Participation in any direct democracy activities—including initiatives, referenda, or related civic engagement—is subject solely to applicable federal, state, territorial, and tribal laws. The number of U.S. states and the District of Columbia currently providing lawful citizen-initiated ballot measures may vary (commonly 19–26, depending on the source), and all participants remain individually responsible for compliance with their respective jurisdiction’s requirements. The Continental Congress Project, LLC™ and CivicCongress.US serve as informational and organizational resources only; they do not act on behalf of participants or assume responsibility for individual actions.​

Article V — Acceptable Use

Whereas, decorum, safety, and lawful conduct preserve the public forum:

Users shall act lawfully under local, state, federal, tribal and international law. Users shall not upload or transmit malicious software, engage in unauthorized data collection, misrepresent identity, or disrupt the integrity, accessibility, or security of the Site. The Civic Congress shall moderate participation and content consistent with the mission to facilitate direct democracy and civic engagement.

 

Article VI — Intellectual Property Rights

Whereas, original works deserve protection and orderly use:

Resolved, That—

All content, designs, text, media, and platform architecture are the property of the Civic Congress, its authors, or contributing partners, unless otherwise stated. No copying or distribution shall occur without permission, except as expressly licensed for lawful civic, educational, or archival purposes.

Article VII — User Submissions

Whereas, contributions sustain civic dialogue and citizen-led initiatives:

Resolved, That—

By submitting comments, forms, messages, or other content, you grant a non-exclusive, royalty-free, irrevocable, worldwide license to use, reproduce, and distribute such content for civic, educational, and direct democracy purposes. You represent that you lawfully own or control the rights in your submissions.

Article VIII — Disclaimer of Warranties

Whereas, no guarantee can be given as to completeness or continuity:

The website, social media and its content are provided “as is” and “as available,” without warranties of any kind. Users acknowledge that participation in civic engagement and direct democracy is voluntary and inherently subject to individual responsibility.

 

Article IX — Limitation of Liability

Whereas, participation is voluntary and at one’s own discretion:

To the fullest extent permitted by law, The Continental Congress Project, LLC™ and CivicCongress.US disclaim all liability for any damages or losses arising from the use of this website or associated social media platforms, including @CivicCongress. Users engage in civic participation, direct democracy activities, and related initiatives entirely at their own risk. The sole remedy available to users is to discontinue use of the Site and associated services, to the extent permitted by law.

Whereas, third-party resources may be referenced for convenience:

To the fullest extent permitted by law, The Continental Congress Project, LLC™ and CivicCongress.US disclaim all liability for any damages or losses arising from the use of this website or associated social media platforms, including @CivicCongress. All official Civic Congress social media channels operate under the handle @CivicCongress, unless otherwise indicated through our preferred social media hub, LinkTree—our modern “Liberty Tree.” This hub continues the historic tradition of the Liberty Tree by connecting our civic community across platforms. Any external links are provided solely for informational purposes; CivicCongress.US does not imply endorsement of third-party content. Article XII — Amendments, Publication, and Historical Dating

Whereas, record-keeping strengthens public trust:

The Civic Congress may amend or update these Civic Terms Of Use to reflect evolving civic practice and direct democracy initiatives. Dates of adoption, amendment, origin, publication, and scheduled events shall be clearly noted, without implying governmental authority.

 

Article XIII — Governing Law

Whereas, the rule of law orders civic life:

Resolved, That—

These Civic Terms of Use are governed by the laws of the United States of America. Any disputes arising under these Terms, upon lawful notice and subject to standing requirements, shall be brought in courts located within the United States of America, in accordance with applicable jurisdictional rules and the right of appeal. Where permitted by law, disputes may alternatively be resolved through out-of-court settlement or dismissed for lack of standing.

Article XIV — Point of Contact

Whereas, this initiative seeks to establish an enduring civic assembly, not merely a symbolic event; and whereas, orderly correspondence is essential to lawful inquiries, public education, citizen deliberation, and press communication; and whereas, designating a point of contact creates no governmental office or legal agency, but serves solely to support the active participation and consent of the self-governed, and the advocacy of direct-democracy processes:

The contact information provided below is not a legal address for service of process and is offered solely for lawful, good-faith communication with the designated Point of Contact for the Civic Congress. This individual’s role is limited to operational facilitation of the platform and does not constitute a governmental or legal office. Any misuse of this information—including harassment, spamming, solicitation, defamation, or unlawful activity—is strictly prohibited and may result in legal action or restricted access.
