Article I — Purpose & Scope
The Third Continental Congress of the United States of America—styled the Civic Congress—is a voluntary, citizen-led assembly. It is not a government body and holds no governing authority. Its mission is to uphold constitutional rights and to strengthen and expand lawful direct democracy within the representative system. The Civic Congress promotes initiatives, referenda, popular assemblies, and other lawful forms of citizen participation, uniting “We the People” across the States, the Federal District, the Territories, and the Tribal Nations of the United States. Only individual citizens legally registered to vote may act in an official capacity when filing, sponsoring, or signing ballot initiatives, referenda, or recalls, in full compliance with applicable state and federal election laws:

For purposes of these instruments, the name(s) The Continental Congress of the United States of America (“We the People,” “The People,” “The Continental Congress,” “The Continental Congress Project, LLC,” “Continental Congress Project,” “The Third Continental Congress,” “The Civic Congress,” “Civic Congress,” “civiccongress.us,” “Direct Democracy Movement,” “Project 2026,” “Nationwide Initiative Marking The 250th Anniversary Of The United States,” “we,” “our,” “us”) shall denote the same nonpartisan, citizen-led assembly of the people, convened for the promotion of direct democracy.

This Policy applies to all visitors, participants, and correspondents who engage with our official website and communications in furtherance of lawful civic deliberation and self-governance.
Article II — Non-Commercial & Educational Intent
Whereas, this assembly is nonpartisan, non-governmental, and educational in purpose:

Article III — Information Civic Congress May Collect
Whereas, participation should require only minimal, voluntary data:

We may receive information voluntarily submitted by you, including:
(i) name and contact details (e.g. Email, phone, etc.);
(ii) materials for civic collaboration (e.g. Citizen Delegate applications, public comment, etc.);
(iii) basic technical and security data (e.g. IP address, device/browser metadata, etc.) needed to operate and protect the site. -
We do not solicit or require sensitive identifiers (e.g. Social Security numbers or financial account numbers, etc.) for participation.
Article IV — Lawful Uses of Information
Whereas, information shall be used only for civic ends consistent with constitutional rights:

(i) communicate updates you request;
(ii) administer forums, ballots, or forms consistent with our Standing Rules;
(iii) protect security and integrity (anti-spam, abuse prevention, fraud mitigation);
(iv) improve accessibility and relevance of content. -
We do not track behavior beyond what is reasonably necessary for security, function, and communications you initiate.
Article V — Protection of Information
Whereas, confidentiality and safety are essential to free assembly:

We employ reasonable administrative, technical, and organizational safeguards proportionate to a small, non-commercial civic forum.

No system is without risk; accordingly, participants should share only information they are comfortable providing in a public-interest context.

Article VI — Communications & Archiving
Whereas, continuity of civic dialogue benefits from orderly records:

Messages you send may be reviewed for safety, relevance, and civic appropriateness.

Unless you expressly request otherwise, correspondence may be archived to preserve institutional memory and public record keeping consistent with our Freedom of Information (FOI) practices.

No person is added to any mailing list without clear, affirmative consent; you may unsubscribe at any time by directly submitting your request to the Point of Contact representative.
Article VII — Data Sharing & Third Parties
Whereas, some services rely on outside vendors:

We do not knowingly share personal information with outside organizations, individuals, or agencies except:
(i) with your consent; or
(ii) when required by due process of law (e.g., subpoena or court order). -
Basic service providers (e.g., web hosts, email services, security tools) may process limited data on our behalf under their own terms and policies, which participants should review independently.

Article VIII — Participant Rights & Choices
Whereas, civic participants should retain meaningful control:

(ii) correction or update of contact information;
(iii) withdrawal of consent and removal of your correspondence to the extent practicable and lawful. -
Requests will be honored in good faith and addressed in a reasonable time, subject to security, legal, and archival obligations.
Article IX — Protection of Minors and Youth Engagement
Whereas, this assembly is intended for legal adults:

Participation in The Continental Congress of the United States of America—styled the Civic Congress—for purposes of voting, representation, proposal submission, or any recognized civic engagement—is strictly limited to individuals eighteen (18) years of age or older.

The Civic Congress does not knowingly collect or retain personal information from minors; any inadvertent submissions shall be promptly deleted upon lawful notice.

The Civic Congress exercises no authority over minors, and all protections afforded by applicable federal, state, and local laws concerning children and youth remain in full effect.
Article X — Cookies, Analytics, and “Do Not Track”
Whereas, limited telemetry may be necessary for function and safety:

Article XI — Changes to this Policy
Whereas, standards and tools evolve:

Changes take effect upon posting with a clearly displayed Effective Date (and, where applicable, an Amended Date). Continued use constitutes acceptance of the revised Privacy Policy.
Article XII — Point of Contact
Whereas, this initiative seeks to establish an enduring civic assembly, not merely a symbolic event; and whereas, orderly correspondence is essential to lawful inquiries, public education, citizen deliberation, and press communication; and whereas, designating a point of contact creates no governmental office or legal agency, but serves solely to support the active participation and consent of the self-governed, and the advocacy of direct-democracy processes:
