Whereas, the content, activities, and materials provided by The Continental Congress Project, LLC™ (operating as CivicCongress.US) and its affiliated initiative, the citizen-led Third Continental Congress (Civic Congress), are intended solely for informational, educational, civic, and expressive purposes. The LLC is a private, single-member limited liability company, not a governmental entity, political committee, or campaign, and it holds no authority to govern, legislate, or act on behalf of any public office, agency, or government. Participation in any programs, discussions, content, or events associated with the LLC is entirely voluntary and protected under the Constitution and applicable law. All content reflects progressive, partisan, and opinion-based commentary; advocacy for direct democracy, diversity, equity, inclusion (DEI), environmental stewardship, human and animal rights, and social equality; and the rejection of authoritarian, discriminatory, or oppressive ideologies. The LLC does not solicit or process campaign contributions, and any personal partisan advocacy by its owner, Brooke Teal Robbins, is legally separate from the LLC’s operations. Nothing published by Civic Congress or Brooke Teal Robbins constitutes legal advice, financial advice, government instruction, or professional guidance. I am not an attorney, financial advisor, or election-law specialist, and all information is general, non-instructional commentary. Readers and participants are solely responsible for verifying applicable federal, state, territorial, and Tribal laws and ensuring their own compliance. Article II — Participant Responsibility for Shared Information
Whereas, this assembly is non-governmental and operates solely for educational and civic purposes:

Participants retain the right to access, correct, or request deletion of any personal information they voluntarily provide. The Continental Congress Project, LLC™ will never use participant information for unsolicited marketing, political solicitation, or fundraising outside the scope of Civic Congress educational, civic, or operational purposes. All information remains under participant control and is used solely to support lawful engagement, communications, and educational activities related to Civic Congress programs.

Any participant who provides information to a third party—such as keynote speakers representing nonprofits, social media influencers, partners of any kind (whether officially or unofficially associated with The Continental Congress Project, LLC™), other presenters during Civic Congress sessions, or participants at promotional events, including but not limited to in-person Liberty Tree Gatherings—does so voluntarily, at their own discretion, and at their own risk.

Personal information collected by or through CivicCongress.US is not sold, rented, or otherwise shared for commercial or political gain.

The Continental Congress Project, LLC™ will not sell, rent, lease, or otherwise exploit participant data for unsolicited commercial, political, or fundraising purposes. Participants retain full control over any information they voluntarily provide, and may update, correct, or request deletion of such information at any time. Article III — Information Civic Congress May Collect
Whereas participation in CivicCongress.US and affiliated Civic Congress initiatives requires only minimal, voluntary data from participants:

The Continental Congress Project, LLC™ may receive information voluntarily submitted by participants, including but not limited to name and contact details (such as email, phone number, or mailing address), materials for civic collaboration (including citizen applications, public comments, proposals, or contributions to Civic Congress community support), and basic technical or security data (such as IP address or device metadata) necessary to operate and protect the website and related services. No sensitive personal identifiers—such as Social Security numbers—are solicited for general participation in Civic Congress activities. Financial information, including payment details (e.g., credit or debit card or bank account information), may only be collected in connection with voluntary transactions directly facilitated by The Continental Congress Project, LLC™, such as Founding Membership fees, the purchase of official merchandise, or registration for speaking events, workshops, or other approved activities, and all such transactions are processed in compliance with applicable financial and data protection laws. Except for these specified transactions, participants are not required to provide financial or other sensitive personal information to engage in Civic Congress programs or direct democracy initiatives. Participation and submission of information are entirely voluntary, and The Continental Congress Project, LLC™ assumes no responsibility or liability for information voluntarily shared with third parties, including speakers, influencers, partners, or affiliated participants, who remain solely responsible for their own actions and data use. All information collected by The Continental Congress Project, LLC™ is used exclusively to facilitate lawful civic engagement, democratic participation, and educational purposes consistent with applicable federal, state, territorial, and tribal privacy and data protection laws.

Participants may contact the designated Point of Contact at any time to inquire about, correct, or request removal of their voluntarily submitted information. All inquiries will be addressed promptly and in good faith. No personal data collected will ever be used for unsolicited marketing, political solicitation, or fundraising outside the scope of Civic Congress educational or operational purposes.
Article IV — Lawful Uses of Information
Whereas, information shall be collected and used solely for lawful civic purposes consistent with constitutional rights and the educational mission of The Continental Congress Project, LLC™—styled the Civic Congress—and all civic participation under direct democracy laws is undertaken independently by citizens acting in their personal capacity; and whereas, the Civic Congress provides only educational, informational, and community-support resources, and does not offer legal, financial, or professional advice:

No behavioral tracking, profiling, or data analytics shall occur beyond what is reasonably necessary to ensure lawful security, technical performance, and user-initiated communications. The Civic Congress does not supervise, direct, or assume responsibility for any individual’s legal filings, statements, or actions related to direct democracy or civic participation. All such actions are undertaken voluntarily and remain the sole and independent responsibility of the participating citizens.

(ii) facilitate lawful civic engagement, educational initiatives, and community collaboration consistent with the Project’s mission;

(iv) improve accessibility, usability, and relevance of Civic Congress content and civic activities.
Article V — Protection of Information
Whereas, confidentiality, privacy, and safety are essential to the free exercise of assembly and expression;

Personal data will not be publicly disclosed, transferred, or distributed without the individual’s explicit consent, except as required by applicable law, lawful subpoena, or valid governmental order. The Continental Congress Project, LLC™—styled the Civic Congress—maintains reasonable administrative, technical, and organizational safeguards proportionate to its civic and educational mission to help protect participant information from unauthorized access, use, or disclosure. Nonetheless, no digital or physical system is entirely without risk; therefore, participants are advised to share only information they are comfortable disclosing in a public-interest or community-engagement context.
Article VI — Communications & Historic Archiving
Whereas, continuity of civic dialogue benefits from orderly records:

Unless an individual expressly requests otherwise or independently disables participation features—such as video, audio, or display settings—through available platform controls, correspondence and participation during live Civic Congress sessions or affiliated broadcasts (e.g., via Zoom, YouTube, or similar platforms) may be recorded and archived to preserve institutional memory and maintain a historic public record, consistent with the educational and transparency objectives of The Continental Congress Project, LLC™ and its Freedom of Information (FOI) practices.

No individual shall be added to any mailing list without clear, affirmative consent. Participants may unsubscribe at any time by submitting a direct request to the Point of Contact representative.
Article VII — Data Sharing & Third Parties
Whereas, some services rely on outside vendors:

Article IX — Protection of Minors and Youth Engagement
Whereas, this assembly, Civic Congress, is intended for individuals of legal age:

Participation in the citizen-led Third Continental Congress — styled the Civic Congress — for any and all purposes, including but not limited to voting, proposal submission, discussion, or other recognized civic engagement, is limited to persons who have attained the age of majority as defined by applicable state law (commonly eighteen (18) years of age, but up to twenty-one (21) in certain jurisdictions). The Civic Congress does not knowingly collect, retain, or process personal information from minors; any inadvertently submitted data will be promptly deleted upon lawful notice. All participants act independently in exercising their rights under applicable direct democracy laws within their state, territory, or Tribal Nation. The Civic Congress assumes no responsibility for the actions of minors or individuals under the applicable age of majority, and all protections afforded under federal, state, territorial, local, and Tribal laws regarding children and youth remain fully in effect.

The Civic Congress does not knowingly solicit or collect personal information from minors. Any data submitted by individuals under the age of majority will be promptly deleted upon discovery or notification. Any browser “Do Not Track” signals are respected and not overridden for third-party marketing or tracking purposes.
Article XI — Changes to this Privacy Policy

All changes and updates to the Privacy Policy or related policies take effect upon publication on CivicCongress.US or posting via official social media channels @CivicCongress. Continued use of the website or affiliated platforms after such publication constitutes acknowledgment and acceptance of the revised terms.
Article XII — Point of Contact
Whereas, this initiative seeks to establish an enduring civic assembly, not merely a symbolic event; and whereas, orderly correspondence is essential to lawful inquiries, public education, citizen deliberation, and press communication; and whereas, designating a point of contact creates no governmental office or legal agency, but serves solely to support the active participation and consent of the self-governed, and the advocacy of direct-democracy processes:
