I. Common Sense Proclamation 

​

It is common sense of our time that a nation cannot remain free if its citizens participate only on Election Day and fall silent thereafter, nor can democracy survive where power concentrates upward into the hands of the few. A modern, partisan-protected, citizens-led Third Continental Congress—lawfully operated as an LLC—is not a revolt but a revival: a voluntary assembly built to educate, activate, and empower Americans to use the democratic tools already available in the twenty-six direct-democracy states and Washington, D.C. Rights unexercised weaken, and tools unused rust; therefore this Congress strengthens civic literacy, supports initiative-referendum participation, fosters interstate collaboration, and advocates for the expansion of direct democracy where it does not yet exist. We do not replace government—we remind it that sovereignty lives with We the People, not with kings, parties, or wealthy gatekeepers, but with those who choose to act, learn, and lead.​​
