Structure of the Civic Congress
I. 26 States
American citizen-led assemblies represent each participating state—Alaska, Arizona, Arkansas, California, Colorado, Idaho, Illinois, Maine, Massachusetts, Michigan, Mississippi, Missouri, Montana, Nebraska, Nevada, North Dakota, Ohio, Oklahoma, Oregon, South Dakota, Utah, Washington, Wyoming, and New Mexico—engaging in deliberation and the lawful promotion of direct democracy at local and statewide levels through initiatives, referenda, veto referenda, or other citizen-led mechanisms, in full compliance with applicable state and federal laws.
II. Washington, D.C.
American citizen-led assemblies in Washington, D.C. ensure inclusion of Federal District residents in civic engagement and the practice of direct democracy where legally permissible. Participants may engage in deliberation, educational forums, and symbolic initiatives or referenda designed for civic learning and public discussion. All activities are voluntary, non-binding, and conducted in compliance with applicable local, federal, and election laws, with no governmental authority or campaign fundraising exercised by the organizing entity.
