Structure of the Civic Congress
I. Common Sense Proclamation
The guiding civic declaration of We the People, articulating the principles, purpose, and mission of the Civic Congress.
II. Direct Democracy
Identification of states and jurisdictions where Citizen Delegates may independently and lawfully participate in direct democracy.
III. Founding Membership
Overview of participation for Founding Members supporting the Project financially or symbolically.
IV. Honorary Delegations
Mission-aligned nonprofits, civic coalitions, and educational organizations participate symbolically to sponsor Citizen Delegates and promote direct civic engagement and lawful fundraising.
V. 26 States
Citizen Delegates and assemblies represent each participating state, engaging in deliberation, symbolic voting, and promotion of direct democracy at local and statewide levels.
VI. Washington, D.C.
Ensures inclusion of Federal District residents in civic participation and national discourse.
VII. Territories
Participation from U.S. territories, including Puerto Rico, Guam, U.S. Virgin Islands, American Samoa, and Northern Mariana Islands, reflecting the full geographic scope of the Civic Congress.
VIII. Tribal Nations
Recognition of sovereign Tribal Nations, affirming respect for Indigenous governance, self-determination, and participation in civic dialogue.
