Civic Terms of Use
Article I — Spirit and Purpose of These Terms
The Third Continental Congress of the United States of America—styled the Civic Congress—is a voluntary, citizen-led assembly. It is not a government body and holds no governing authority. Its mission is to uphold constitutional rights and to strengthen and expand lawful direct democracy within the representative system. The Civic Congress promotes initiatives, referenda, popular assemblies, and other lawful forms of citizen participation, uniting “We the People” across the States, the Federal District, the Territories, and the Tribal Nations of the United States. Only individual citizens legally registered to vote may act in an official capacity when filing, sponsoring, or signing ballot initiatives, referenda, or recalls, in full compliance with applicable state and federal election laws:

For purposes of these instruments, the name(s) The Continental Congress of the United States of America (“We the People,” “The People,” “The Continental Congress,” “The Continental Congress Project, LLC,” “Continental Congress Project,” “The Third Continental Congress,” “The Civic Congress,” “Civic Congress,” “civiccongress.us,” “Direct Democracy Movement,” “Project 2026,” “Nationwide Initiative Marking The 250th Anniversary Of The United States,” “we,” “our,” “us”) shall denote the same nonpartisan, citizen-led assembly of the people, convened for the promotion of direct democracy. The Site exists to restore civic trust, strengthen democratic participation, and foster lawful expansion of direct democracy within the existing hybrid representative system, through education, outreach, and voluntary association. Nothing herein confers governmental power; all activity is civic, educational, and expressive.
Article II — Agreement to Terms and Definitions
Whereas, clarity of assent is necessary for orderly and lawful civic participation:

If you do not agree, you shall cease use forthwith. “User” denotes any individual who visits, accesses, or interacts with the Site. “Content” includes text, designs, media, data, code, and materials hosted or displayed on the Site.
Article III — Purpose of the Site

This stated framework offers only a high-level overview of the main sections (not individual subpages or footer). It is provided solely for educational purposes, does not represent official government actions or endorsements, and remains subject to amendment through the voluntary participation of We the People.
Article IV — User Eligibility
Whereas, civic responsibility presumes legal capacity:

Use of the website and social media is reserved for participants eighteen (18) years of age or older under U.S. law. By using the Site, you affirm you meet this requirement and possess legal capacity to engage in lawful civic participation regarding direct democracy activities.
Article V — Acceptable Use
Whereas, decorum, safety, and lawful conduct preserve the public forum:

Users shall act lawfully under local, state, federal, and international law. Users shall not upload or transmit malicious software, engage in unauthorized data collection, misrepresent identity, or disrupt the integrity, accessibility, or security of the Site. The Civic Congress shall moderate participation and content consistent with the mission to facilitate direct democracy and civic engagement.
Article VI — Intellectual Property Rights
Whereas, original works deserve protection and orderly use:

All content, designs, text, media, and platform architecture are the property of the Civic Congress, its authors, or contributing partners, unless otherwise stated. No copying or distribution shall occur without permission, except as expressly licensed for lawful civic, educational, or archival purposes.
Article VII — User Submissions
Whereas, contributions sustain civic dialogue and citizen-led initiatives:

By submitting comments, forms, messages, or other content, you grant a non-exclusive, royalty-free, irrevocable, worldwide license to use, reproduce, and distribute such content for civic, educational, and direct democracy purposes. You represent that you lawfully own or control the rights in your submissions.
Article VIII — Disclaimer of Warranties
Whereas, no guarantee can be given as to completeness or continuity:

The website, social media and its content are provided “as is” and “as available,” without warranties of any kind. Users acknowledge that participation in civic engagement and direct democracy is voluntary and inherently subject to individual responsibility.
Article IX — Limitation of Liability

To the fullest extent permitted by law, we disclaim liability for any damages arising from use of the website and social media. Users participate in civic engagement and direct democracy initiatives at their own risk; their sole remedy is to cease use where permitted by law.

The website and social media may contain links to external websites or platforms not operated by us; we neither control nor endorse such resources, and engagement with them is at the user’s discretion. This centralized hub continues the historic inspiration and tradition of the Liberty Tree by connecting our civic community across platforms. Any external links are provided for informational purposes only. CivicCongress.US does not necessarily endorse all third-party content linked from these platforms. The Civic Congress may amend or update these Civic Terms Of Use to reflect evolving civic practice and direct democracy initiatives. Dates of adoption, amendment, origin, publication, and scheduled events shall be clearly noted, without implying governmental authority.
Article XIII — Governing Law
Whereas, the rule of law orders civic life:

These Civic Terms Of Use are governed by the laws of the United States. Disputes arising from these Civic Terms Of Use shall be brought in courts within the United States, consistent with applicable jurisdictional rules.
Article XIV — Point of Contact
Whereas, this initiative seeks to establish an enduring civic assembly, not merely a symbolic event; and whereas, orderly correspondence is essential to lawful inquiries, public education, citizen deliberation, and press communication; and whereas, designating a point of contact creates no governmental office or legal agency, but serves solely to support the active participation and consent of the self-governed, and the advocacy of direct-democracy processes:
